Biography:
Kelly Bell, PhD, RN is a nurse, educator, and researcher dedicated to advancing family-centered care in perinatal and neonatal health. Her work focuses on how healthcare policies, such as mandatory reporting of substance use, shape the experiences of mothers, infants, and families. Drawing on her nursing background and strong partnerships with women who have lived experience, Dr. Bell works to reduce stigma, strengthen perinatal mental health and recovery supports, and advocate for practices that keep parents and babies together.
At the heart of her work is a belief that every family deserves respectful, compassionate, and family-centered care during pregnancy, birth, and the newborn period. She has published more than 35 peer-reviewed articles and is recognized as a Fellow of the American Academy of Nursing, the Association of Women’s Health, Obstetric and Neonatal Nurses (AWHONN), and Zero to Three.
