Biography:
Isabelle Milette and Chantel Morin are the founding partners of TENDER Services, bringing together more than 40 years of combined expertise in neonatal, pediatric, and perinatal care. Nationally recognized for their leadership in trauma-informed, developmental care, they are committed to transforming NICUs into nurturing, neuroprotective environments where infants, families, and professionals can thrive.
Isabelle, a neonatal nurse practitioner, was the first Canadian certified as both a Developmental Care Specialist and a Trauma-Informed Professional, and the first in Quebec to achieve NIDCAP certification. With over two decades of clinical and academic experience, she has trained Canada’s largest cohort of developmental care leaders and contributed to national guidelines, standards, and position statements. Her impact has been recognized with the OIIQ Florence Prize for excellence in care.
Chantel, a Master’s-prepared clinical nurse educator, specializes in trauma-informed, family-centered care with a focus on supporting community hospitals. She leads clinical education, accreditation readiness, and quality improvement across NICU, family birthing, and pediatric units. A certified Developmental Care Specialist and Trauma-Informed Professional, she also serves as a director with the Canadian Association of Neonatal Nurses. As both a preemie and former NICU parent, she brings lived experience to her mission of advancing relational, developmentally supportive care.
